ProOil-272 OIL REFINERY CONSTRUCTION UP TO 30,000 bpd
INTRODUCTION AND CONCEPTUAL APPROACH
Studies were performed by LOHRMANN RBD (Refinery Business Division), defining economical standard sizes of refineries with conceptual designs of no regret for later expansions:
- broad range usage of crude oils (initial & future operation)
- Product slate flexibility ( initial & future operation)
- product qualities according European norms and standards
- plot layout and equipment arrangement considering economical extension of the facilities with no interference with running operations.
Conceptual design of no regret will allow for too large initial
capacities of refineries -although economical preferred - in
remote areas with missing or to be still developed infrastructure
have shown restrictions in transportation of heavy and large
sized equipment.
In most of the challenged countries with rapidly increasing demand for oil products, typical bottlenecks are low crane capacities at harbour and construction site, non-availability of special transport vehicles, low bearing capacities of roads and bridges, missing transport logistic, etc.
PED’s studies conclude, for remote areas and to be developed markets, refining capacity expansion shall be in line with the development of external infrastructures, so transport logistics are still managerial, due to oversized equipment dimensions.
Studies have proven initial capacities of 20-30.000 bpd, duly designed according to state of the art technology are economic and the return of the invested capital is excellent allowing for early expansion of the refining facilities, but based on earned money from actual phase extension.
The Fast Track project duration should be between 28 and 34 months, from signature of contract to commissioning.
The payout time for the investment were found to be very short, considering the current market price for crude oils and domestic sales revenues for the refined products assumed for about 20% lower than current European cost levels.
All of the new refining facilities will be designed capable for 100-150 % expandibility, and by design fully in line with state of art of development of technology and catalyst requirements, today’s European norms and standards of product qualities, and European environmental standards.
PROCESSING FACILITIES
The tabulation on the next page indicates Processing Facilities mandatory to be included in the conceptual design recommended.

SCOPE OF SUPPLIES AND SERVICES
The refinery roughly described above will be manufactured/supplied/ installed fully complete ready for operation.
The supplies include all equipment and material like
- piping
- instrumentation
- electrical
- insulation
- painting
- structural steel
- concrete structures along with civil works below and above ground
within the defined battery limits of the plant, necessary to operate the facilities.
The services provided for the plant facilities will include
- Project Management
- Conceptual Design
- Basic Engineering
- Detail Engineering
- Construction Supervision
- Start-Up Assistance.
The construction/ installation of the facilities will be performed using local labour forces to its maximum.
